The Verizon Text Alert: A testing failure or success?

A while back, it was announced that the emergency alert system was going to be upgraded to include cell phone text messages (see this article here).  So in addition to the alerts you see on TV or hear on the radio, text alerts would also be issued.

Yesterday (12/12/11) in New Jersey, Verizon sent out a text alert telling people there was a "civil emergency" and "to take shelter now."  But there was no civil emergency.  The message was meant to be a test, but it wasn't labeled as such (see more details here).

So why wasn't it labeled as a test?  Was it an accident?  Or was the real test just to see how people would react to it?
